Maharashtra Mandates Digital Farmer ID for Subsidy Access: What It Means for 12 Million Farmers

In a move that marks a significant shift in India’s agricultural welfare delivery, Maharashtra has made Digital Farmer IDs mandatory for accessing subsidies and schemes — including the PM-KISAN scheme — starting January 1, 2025, for new applicants. The mandate will extend to all state and central schemes from April 15, 2025, making Maharashtra one of the first Indian states to operationalize the AgriStack initiative at scale.

What is the Digital Farmer ID (Kisan Pehchaan Patra)?

The Digital Farmer ID, officially called the Kisan Pehchaan Patra or Kisan Card, is an Aadhaar-linked unique identity that integrates a farmer’s personal details, land records, crop information, and banking data into a single digital profile. It is designed to enable seamless access to over 100 agricultural schemes, ranging from PM-KISAN's ₹6,000 annual income support, to crop insurance, Kisan Credit Cards, and state-specific loan waivers like the Mahatma Phule Karj Mafi Yojana.

Key Benefits of the Digital Farmer ID

  • Transparent and timely subsidy delivery via Direct Benefit Transfer (DBT)

  • Simplified access to loans, crop advisory, and market linkages

  • Real-time land record updates through integration with Mahabhulekh (7/12 extracts)

  • Targeted distribution of agricultural inputs such as fertilizers and seeds

  •  Fraud prevention and elimination of duplicate or ineligible entries

Mandate and Rollout Timeline

  • January 1, 2025: Mandatory for new PM-KISAN applicants in Maharashtra and 9 other states

  • April 15, 2025: Expected to become mandatory for all other schemes, as per official posts on X (formerly Twitter)

  • Target: Maharashtra aims to generate 6 crore Digital Farmer IDs by March 2025, and has already covered 100% of land records with real-time mutation tracking
