LPG Subsidy Rule Changes From October 1: Aadhaar Biometric Authentication Becomes Mandatory for Subsidised Refills

Biometric Aadhaar Authentication will be mandatory for subsidised domestic LPG refills from October 1, 2026. Here’s what consumers need to know, how to complete authentication and what happens if they do not.

Domestic LPG consumers are set to face a new requirement from October 1, 2026, as the government makes Biometric Aadhaar Authentication (BAA) mandatory for consumers seeking LPG refills at the regulated retail selling price with applicable subsidy.

The move is aimed at ensuring that subsidised cooking gas reaches genuine and eligible households while helping authorities identify duplicate or ineligible LPG connections and prevent the diversion of domestic LPG cylinders.

However, the new rule does not mean consumers without biometric authentication will be completely barred from purchasing LPG. The key change is linked specifically to access to the regulated price and applicable subsidy.

What Changes From October 1?

From October 1, consumers who want to continue receiving domestic LPG refills at the regulated Retail Selling Price (RSP) with applicable subsidy will need to have completed Biometric Aadhaar Authentication.

Consumers who have already completed the authentication process will not need to repeat it.

The government has said that 27.43 crore active domestic LPG consumers, or around 89.9% of the active consumer base, had already completed biometric authentication as of September 19, 2026.

That leaves a significant number of consumers who may still need to complete the process before the new requirement takes effect.

What Happens If Aadhaar Authentication Is Not Completed?

Consumers who do not complete biometric authentication will not necessarily lose access to LPG altogether.

Instead, they can continue to obtain LPG at the applicable market price without the applicable subsidy.

This distinction is important because the new rule is primarily about eligibility for the subsidised or regulated-price refill mechanism, rather than an outright ban on LPG purchases.

Consumers who choose the market-price route will be required to register their preference through the relevant oil marketing company's digital channels, including websites, mobile applications, WhatsApp services or IVRS.

How Can Consumers Complete Biometric Authentication?

Consumers have several options to complete the process.

Through LPG Delivery Personnel

Biometric authentication can be completed during cylinder delivery, with delivery personnel using the relevant oil marketing company's mobile application.

At the LPG Distributor

Consumers can also visit their LPG distributor or showroom and complete the authentication process there.

Through Mobile Applications

The three major public-sector oil marketing companies provide digital options through their respective applications:

Indane: IndianOil ONE

Bharatgas: HelloBPCL

HP Gas: HP PAY

This means consumers may be able to complete the process without visiting an LPG distributor, depending on the services available for their connection.

Why Is the Government Making Authentication Mandatory?

The government has been working on biometric authentication of LPG consumers as part of efforts to improve the targeting of domestic LPG subsidies.

The system is intended to help authorities:

Identify genuine LPG consumers

Detect duplicate connections

Remove ineligible connections

Reduce diversion of subsidised domestic LPG

Improve the targeting of government subsidies

Ensure that subsidised cooking gas reaches eligible households

The move comes as the government continues to bear a significant financial burden to keep domestic LPG prices affordable for households.

LPG Subsidy Remains a Major Government Expense

Domestic LPG continues to be sold at prices influenced by government policy and subsidy support.

The financial burden associated with domestic LPG has been significant for public-sector oil marketing companies, particularly when international energy prices rise.

The government has therefore increasingly focused on ensuring that subsidies are directed towards eligible consumers rather than being lost through duplicate, inactive or ineligible connections.

The latest biometric authentication requirement is part of that broader effort.

Consumers Have Already Been Given Multiple Extensions

The October 1 deadline comes after several extensions to the biometric authentication campaign.

The deadline was initially set for June 30 and was subsequently extended several times to give consumers additional time to complete the process.

Oil marketing companies have also been conducting awareness campaigns through SMS, WhatsApp messages, distributors, delivery personnel, special camps, IVRS calls and mobile notifications.

Despite these efforts, a portion of the active LPG consumer base has still not completed the authentication process.

What Should LPG Consumers Do Now?

For consumers who have already completed Biometric Aadhaar Authentication, no additional action is required.

Consumers who are unsure about their authentication status should check with their LPG distributor or through the digital services provided by their respective oil marketing company.

Those who have not completed the process should complete it before October 1 if they want to continue accessing LPG refills at the applicable regulated price with subsidy.

The Bottom Line

The upcoming rule does not mean that Aadhaar authentication will completely determine whether a household can buy LPG.

Instead, from October 1, biometric authentication will become a key requirement for consumers seeking domestic LPG refills at the regulated price with applicable subsidy.

Consumers who do not complete the authentication will still have a route to obtain LPG, but without the applicable subsidy and at the prevailing market price.

With nearly 90% of active domestic LPG consumers already covered, the government expects the transition to affect primarily those households that have yet to complete the authentication process.

For millions of Indian households that depend on subsidised cooking gas, October 1 could therefore mark an important change in how LPG subsidy eligibility is verified.
