The Food Safety and Standards Authority of India (FSSAI), under the Ministry of Health and Family Welfare, has invited bids for a ₹3.5 crore PR and social media tender on the Government e-Marketplace (GeM). The contract will span three years (36 months) and aims to strengthen the regulator’s public relations, media outreach, and digital engagement.

The tender, listed as GEM/2025/B/6467330 on GeM, requires agencies to manage both PR strategy and social media campaigns, with a strong focus on food safety awareness, brand communication, and public engagement.

Key Dates & Bid Process

  • Pre-bid meeting: August 25, 2025, 12:00 PM at FDA Bhawan, Kotla Road, New Delhi
  • Bid submission deadline: September 3, 2025, 1:00 PM
  • Technical bid opening: September 3, 2025, 1:30 PM
  • Bid validity: 120 days from submission
  • Contract period: 36 months (3 years)

The evaluation will follow the Quality and Cost Based Selection (QCBS) model with a 70:30 ratio between technical and financial scores. Agencies must score at least 70 marks in the technical round to qualify for financial evaluation. A presentation round will be held at FSSAI’s FDA Bhawan office.

Eligibility Criteria

  • To qualify for the FSSAI PR tender 2025 and FSSAI social media tender, agencies must meet the following conditions:
  • Minimum average annual turnover of ₹5 crore over the last three financial years.
  • At least five years’ relevant experience in handling PR or social media mandates for Central/State Government bodies or PSUs.
  • Proven track record with 3 similar projects ≥40% of estimated cost, or 2 projects ≥50%, or 1 project ≥80%.
  • No exemptions for MSMEs or startups on turnover/experience.

Agencies must also furnish an Earnest Money Deposit (EMD) of ₹10 lakh and provide an electronic Performance Bank Guarantee (ePBG) of 5% of the contract value for 38 months.

Scope of Work – PR Agency

The PR agency will handle:

  • Comprehensive PR strategy development
  • Media relations and media monitoring
  • Event management and launch support
  • Corporate communication and stakeholder messaging
  • Press conferences, press releases, and media outreach across print, digital, television, and radio
  • Documentation in English, Hindi, and regional languages

Scope of Work – Social Media Agency

  • The social media agency will manage platforms including Facebook, Instagram, Twitter (X), YouTube, and WhatsApp. Key deliverables include:
  • Content creation, moderation, and campaign execution
  • Response management and helpdesk support
  • Analytics, reporting, and staff training
  • Production of up to 45,000 photographs and 1,500 short videos over three years to build a digital asset library

Compliance & Submission

The tender complies with the Make in India (MII) policy and requires submission of an Integrity Pact. Bids are to be submitted through GeM only, with Bank of Baroda designated for EMD and ePBG.
