Mohali, Punjab – Authorities in Mohali have launched a serious investigation after a dog’s severed head was uncovered in a refrigerator during a raid on an illegal fast food production unit in Mattaur village. The disturbing discovery was made amidst a two-day operation targeting unhygienic food processing units in the area.

The raid was carried out by a municipal team following complaints from local residents about unhygienic practices inside the facility, which has been supplying momos and spring rolls to eateries across Chandigarh, Panchkula, and Kalka.

According to officials, the factory had been operating out of a residential property for nearly two years. During the raid, authorities found alarming conditions including the use of dirty water, rotten vegetables, and reused cooking oil in the preparation of food. A crusher machine, frozen meat of unverified origin, and more than a quintal of processed momos and spring rolls ready for distribution were also seized.

Videos shared online had earlier shown workers rinsing vegetables with filthy water and preparing food in unsanitary conditions, prompting swift action from the municipal authorities.

However, what shocked both officials and locals was the finding of a dog’s severed head — believed to belong to a pug — inside a fridge at the premises. Eyewitnesses reported that residents who were present during the raid were horrified, shouting ‘billa’ (local term for dog) upon seeing the remains.

Authorities were quick to clarify that there is currently no evidence suggesting that dog meat was being used in the food products sold to the public. However, it is suspected that factory workers, allegedly of Nepali origin, might have been consuming the dog meat themselves.

The severed head has been sent to the Veterinary Department for further analysis, which will determine if any part of the animal was used in food production.

District Health Officer (DHO) Dr. Sangita Jaina, who visited the site, confirmed multiple violations under food safety and hygiene regulations. “The factory operators were unregistered and using unsafe and unhygienic raw materials,” Dr. Jaina said. “We have forwarded our recommendations to the Deputy Commissioner and the police, and legal action will follow once the full report is submitted.”

Assistant Food Safety Commissioner Dr. Amrit Warring added that samples of momos, spring rolls, chutney, and other food items have been collected and sent to the laboratory for testing. "We are awaiting lab results before taking further enforcement action," he noted.

In a related crackdown, municipal officials raided multiple chicken shops in Mattaur on Monday, seizing and discarding approximately 60 kg of foul-smelling frozen chicken. Authorities have confirmed that the drive against unhygienic food practices will continue across Mohali.

Locals have demanded strict action against the factory owners, voicing concerns over public health and food safety. Officials have assured that those responsible will face stringent penalties if violations are confirmed in lab reports.

The Mohali police have been notified, and investigations are ongoing. Authorities are also looking into whether there is a wider supply chain involved.

The incident has raised serious questions about food safety enforcement and illegal food units operating in residential areas.
